LoCastro comes to FDU from Stevens Institute of Technology where he served as assistant vice president for the Division of Facilities and Campus Operations for nearly nine years. There he oversaw the management of 50 academic, administrative and residential buildings along with the athletics facilities and the grounds of the school’s campus in Hoboken, N.J.
“I am honored to join Fairleigh Dickinson University as vice president for facilities. I look forward to working with my new colleagues and campus partners to continue building on the excellent work that is tradition at FDU,” said LoCastro.

There he managed and directed the strategic, technical and administrative functions of approximately 3 million square feet of academic facilities.
“Throughout my career, I have focused on collaboration, leadership, thoughtful stewardship of resources and aligning campus facilities with the mission of the institution. Working together with the leadership team and departments across campus, I know we will continue to be successful in building and maintaining an environment that supports teaching, research and student success while positioning the University for long-term growth,” LoCastro concluded.
LoCastro earned his bachelor’s degree in real estate from New York University in 2005, and at Stevens earned his master of science in technology management in 2020, and his MBA in finance in 2021.
“Frank brings to the University a strong record of achievement and distinction and great expertise in a wide variety of facilities operations. We are very excited to welcome him to the University, and I know the entire community will offer him our full support,” said Frank Barra, senior vice president and chief financial officer.
