Academic Profile

Prior to his tenure as Associate Professor at FDU’s School of Public and Global Affairs, Dr. Toms served as Interim President of Brookdale Community College (BCC). During his tenure as President, Dr. Toms oversaw a $100 million budget for New Jersey’s leading community college with 15,000 students and over 700 full-time employees spread across eight campuses.

Prior to his tenure at BCC, Dr. Toms started his own company to provide a suite of professional training, planning, and consultative services to help individuals, groups, and organizations reach their goals and objectives. The company’s clients span federal, state, and local government entities as well as financial corporations and non-profit organizations.

Dr. Toms retired as a Major in the New Jersey State Police where he served as the Interim Deputy Superintendent of Investigations and the Commanding Officer of the Intelligence Section. During his 25 year career with the State Police, Dr. Toms served 14 years as an investigator, in addition to serving as Commandant of the State Police Academy and supervising the organization’s Human Resources Section and the Office of Professional Standards.

Dr. Toms has assisted in the implementation of various programs in numerous organizations and has authored articles in national and international publications on topics including leadership, ethics, learning, and the dynamics of organizational change. Dr. Toms has been the featured speaker on a variety of topics at forums and conferences throughout the country and abroad. Dr. Toms has experience working with accrediting bodies such as the Commission on Accreditation for Law Enforcement Agencies (CALEA), the Middle States Commission on Higher Education (MSCHE), and The Joint Commission (formerly JCAHO).

Dr. Toms is a Certified Fraud Examiner, a state-certified mediator, and is a past reviewer for the Human Resource Development Review and the International Journal of Human Resources Development and Management.
